Franklin Parish Detention Center
Built in 1992, the Franklin Parish Detention Center can house a maximum capacity of 834 male offenders. A majority of the offenders held at the detention center are Department of Corrections offenders serving sentences imposed by the courts.
The Prison Rape Elimination Act (PREA) was passed by Congress and signed into law by President George W. Bush in 2003 to prevent, detect, and respond to sexual abuse that occurs in confinement settings. The National Prison Rape Elimination Commission developed national standards for reducing prison rape, which became final on June 20, 2012, when they were published by the Department of Justice (D.O.J.) in the Federal Register. PREA applies to adult prisons and jails, juvenile confinement facilities, lockups, and community confinement facilities.
The Franklin Parish Detention Center has zero tolerance for any incidence of the PREA act of 2003.
General Information:
It is FPDC policy to provide a safe, humane, and appropriately secure environment, free from threat of sexual assault and sexual misconduct for all staff members, volunteers, and inmates/offenders by maintaining a program of prevention, detection, response, reporting, investigating, and tracking of all alleged and substantiated sexual assaults. The FPDC will have a zero tolerance for sexual assault, sexual misconduct, or sexual coercion within its facility. This policy will include staff members, volunteers, contractors, and individuals of other public and private agencies who enter the facility to render a service.
Applicability:
FPDC personnel, other law enforcement agency personnel, volunteers, and contractors/vendors who provide a service within the secure area of the FPDC. This includes any area where inmates/offenders will be housed and/or during transports of inmates/offenders who are in the custody of the FPDC.
All PREA allegations are tracked through a secure database which can be easily accessed by Agency Head and Jail Administrator.
There will be no reporting by Agency victim’s name or perpetrator’s name to ensure the integrity of the process, protect the security of the Agency, and to encourage the reporting of all PREA allegations in the future.
CORRECTIVE ACTION
The Agency has implemented PREA and has adopted rules and regulations for the deterrence, protection, and reporting of prison rapes. These rules include but are not limited to the immediate separation of the victim and perpetrator through the use of administrative segregation or suspension pending investigation for employees and if substantiated, the filing of criminal charges against the perpetrator whether staff or offender. The Agency has also made third party reporting available through Crime Stoppers 24 hour toll free PREA hotline. Further specialized training has been mandatory for the Prison Rape Elimination Act, PREA Investigator, Medical Health staff, and PREA Coordinator.
Offenders may confidentially report incidents of sexual harassment and sexual abuse to any staff member, either verbally, in writing, or by calling the PREA hotline from any of the phones located in the offender housing units.

Any family member or friend can report a PREA complaint on behalf of an offender by calling the 318-435-8229, Crime Stoppers tip line, or email the PREA Coordinator directly.
